PROFILE: ST. ANDREW EAST CENTRAL
Under lock and key for Phillips

ST.
ANDREW East Central is a safe PNP seat and the incumbent MP,
Dr. Peter Phillips, is confidently expected to put daylight
between himself and all-comers in the 2002 general election.
His
opponents are Claude Riddell of the JLP and James Francis
of the New Jamaica Alliance.
By
the Constituencies (Boundaries) Order 1966, under Section
67 of the Constitution of Jamaica, the number of constituencies
in the parish of St. Andrew was increased from six to eight.
From
1967 to 1997, there have been seven contested parliamentary
general elections in St. Andrew East Central, the PNP wining
all seven by massive majorities. In 1994, Arthur Jones (PNP),
who defeated Capt. Rupert Wilmot-Francis (JLP), by a massive
10,333 was forced to resign from Parliament due to ill-health.
In a by-election boycotted by the JLP, Dr. Peter Phillips,
a former general secretary of the PNP, devastated his Republican
Party candidate James Francis.

In
1997, Peter Phillips was awesome in victory as he polled 7,811
votes to defeat by a majority of 5,356, Godfrey McAllister
(JLP), who polled 2,455 votes. St. Andrew East Central is
safe PNP territory. The incumbent, Dr. Peter Phillips, is
confidently expected to put daylight between himself and all-comers
in the 2002 general election.
